User and group pages need a system of user-controlled group permission management

Description

Users should be able to grant others permissions to edit content on their private user pages. Groups will need a similar system with the addition of an ability to designation other members besides the original group creator as capable of giving rights to others.

We may or may not want that kind of "sudo" right system for user pages.

I think I convinced Ian  on IRC today that we don't actually need a permission system for user pages. If people want to collaborate, they should do it on the open wiki or form a group to do so.

Discussion about group permissions should take place at ticket #10.
